● Cyprus Surrogacy Legislation
All surrogacy programs take place in Northern Cyprus, where no restrictive legislation exists regarding surrogacy, allowing clinics to safely perform embryo transfers and surrogacy treatments.
1. Egg Donation: Anonymous System
Both North and South Cyprus follow an anonymous donation system, while providing intended parents with:
● Physical characteristics
● Ethnicity
● Education & profession
● A personal message from the donor
Parents may select donor traits but never receive full identifying information.
2. Eligibility
North Cyprus accepts a broad range of intended parents:
● Single intended parents
● Heterosexual & same-sex couples
● No strict age limits (subject to medical assessment)
3. Birth Certificate (Issued in North Cyprus|Recognized in South Cyprus)
✔ Single Male Intended Parent
● The birth certificate lists: surrogate mother + intended father
✔ Couples
● The birth certificate lists: intended mother + intended father
● The surrogate is not listed on any document
✔ Issuance Time
● Birth certificate is usually issued within about 3 days
● Travel documents can be arranged at EU-recognized embassies in Cyprus
Timeline for Returning Home
Most families complete the entire process within:
● Approximately 7–10 days after birth
The exact duration may vary depending on the parents’ home country, documentation requirements, and embassy processing times.
● Georgia Surrogacy Legislation
Georgia is one of the few European countries where surrogacy is explicitly legal. The legislation has been in effect since 1997, offering clear structure and strong protections for intended parents.
1. Legal Framework (Articles 143 & 144 of the Health Law)
✔ IVF Is Legal
Article 143 permits IVF procedures. Surrogacy is accepted for medical conditions such as:
● Uterine absence
● Müllerian duct anomalies
● Medically confirmed inability to carry a pregnancy
✔ Egg & Sperm Donation Permitted
Under Article 144, egg and sperm donation are allowed. Donor identity may be disclosed to intended parents with mutual consent, and meetings may be arranged if agreed.
2. Parental Rights: Intended Parents Are the Only Legal Parents
Georgia's legislation clearly states:
● Upon birth, the intended parents are recognized as the sole legal parents
● The surrogate has no rights over the child
● The surrogate is never recognized as the legal mother in any document
3. Birth Certificate
● Issued within approximately 5 days after birth
● Lists the names of both intended parents
● No surrogate consent or signature is required
